.HLP support discontinued in Vista

While browsing around tonight I ran into this MSDN Knowledgebase Article:   Windows Help program (WinHlp32.exe) is no longer included with Windows (Vista)   Ok, so Windows Help is getting a bit old, but why remove this old program from the distribution and instantly break thousands of applications that still rely on help files?
