Chrome DevTools Debugging Issues

Since the last few Chrome releases have come out (v38 as of this writing), Ive had some major issues with debugging not working properly. The behavior I see is pretty strange but its repeatable across different installations, so I thought Id describe it here and then link it to a bug report.
